Safety of empty berths at loading docks as of October 23, 2026

New York loading dock gates open, but berths empty? Don't seal them with pallets yet.

In late October in the New York metropolitan area, early morning receiving times are darker and shift changes are more frequent. If the overhead loading dock doors are open but trucks haven't been docked, vehicles have temporarily left, or the condition of the pallets and doorways is unclear, the problem goes beyond just "a little draft." Empty parking spaces mean that the edges of the doorways, vehicle entry and exit, and forklift routes need to be managed simultaneously; temporarily parking empty pallets, cartons, or forklifts at the opening may seem convenient, but it could obstruct warnings, create tripping hazard points, or mislead people into thinking they can pass.

If the doorway faces a downward drop, there are no clear fall prevention and passage arrangements on site, it is unclear whether vehicles have been reliably docked, or there are abnormalities in the overhead gate, leveling platform, or guide lights, then handling and passage at that berth should be stopped. Do not use pallets, trash cans, tape, or forklifts as "temporary guardrails," do not cross doorways or lean out to look over the edge of the platform, and do not repeatedly press control buttons or disassemble control boxes to close the door.

First, examine the problem separately: is it an "empty parking space," or is there a problem with the door itself?

A quick glance from a safe location is sufficient: Is the overhead gate fully open, or partially open, tilted, shaking, or making unusual noises? Are there vehicles in front of the gate and have they completed docking according to site procedures? Are the leveling platform, wheel stops, restraint devices, or signal lights in an approved on-site condition? Record the gate number, the time of discovery, the gate's position, whether there were vehicles present at the time, and whether it affected receiving goods. Do not turn a single observation into repeated opening and closing tests, and never instruct drivers to use truck beds, forklifts, or cargo to "align" the equipment.

Low-risk preparations that can be made when a berth is empty

  1. Access should be restricted according to existing procedures: the site supervisor should use site-approved isolation, signage, or guard procedures to clearly define who can approach the doorway. OSHA's warehouse safety guidelines emphasize that exposed loading and unloading openings and other areas where falls could occur should be blocked; specific practices should still be based on site plans and applicable requirements.
  2. Separate vehicle and pedestrian traffic: Do not allow forklifts, handcarts, or pedestrians to pass through the edges of open doorways. If a delivery vehicle arrives, have the responsible personnel confirm the availability of a parking space before proceeding with vehicle docking and cargo handling.
  3. Record only what is visible: You can photograph the doorway, the exterior of the door, and any warning signs from a distance; avoid photographing license plates, employee faces, access control numbers, or customer cargo labels. Do not stand under the door, on the edge of a counter, or inside a vehicle to take close-up photos.
  4. Prepare work order information: Inform the property management or service provider of the doorway location, whether the door is currently fully open/half open/cannot be closed, whether there are any abnormal noises or visible collision marks, the current isolation method, and whether it is necessary to enter the site according to the COI, the appointment time, or the loading and unloading plan.

When must you stop handling things yourself?

If an overhead gate is stuck halfway open, the door panel or track is visibly deformed, the wire rope is slack, the control buttons are malfunctioning, there is a burning smell, or the gate opening is obstructing the safety of people and vehicles, it is not appropriate to try again. Do not adjust the springs, limit switches, chains, or electrical terminals yourself; these components may store energy or be live. If there are any doubts about the condition of the vehicle, adjustment plate, or restraints, follow the existing shutdown, communication, and restoration procedures of the property and warehouse. Do not use the opening of the gate as a work permit.

When reporting a problem, describe the relationship between the "door" and the "berth".

When contacting the service provider, please specify which loading/unloading bay it is, whether the gate malfunctioned before or after the vehicle arrived, whether the gate could stop stably, and whether the leveling platform or signal lights at that bay were also malfunctioning simultaneously. Information regarding the order of the loading/unloading bay gate, vehicle, and leveling platform can help organize handover information; for information on gate balance and abnormal stopping phenomena, please refer to the safety observation guide for commercial elevated gate balancing systems . This information is for troubleshooting preparation and does not replace on-site inspection or site safety procedures.

The fall protection tips on this page are based on the OSHA Warehouse Safety Guidelines for exposed loading and unloading openings; however, on-site procedures and applicable requirements should be followed.

The overhead gate at the loading/unloading area makes the availability of parking spaces unclear. First, clearly separate the gate opening from the traffic flow.
